David J. Shaw, Esq.

David J. Shaw is a Shareholder of Kirton & McConkie and the Chair of the Government & Utilities Practice Group.   He specializes in telecommunications, public utility law, software licensing and Internet policy, television video content licensing and related matters.  In addition, Mr. Shaw has extensive experience negotiating complex governmental finance mechanisms relative to public infrastructure projects.  

 

Mr. Shaw negotiated transactions with AT&T, Verizon, Sprint, Comcast, Qwest, Time Warner, Fox, Disney, NBC Universal, Google, Microsoft, Hewlett Packard, Xerox and many others. He actively represents other governmental telecommunications projects, including:

 

Utah Infrastructure Agency

PowelLink (Powell, Wyoming)

WiredWest (Western Massachusetts)

Columbia County, GA

The Panhandle Area Council (Sandpoint, ID)

During his career, Mr. Shaw has spoken on many occasions on public ownership of telecommunications infrastructure with specific reference to open access networks.  For his work in this arena, in 2005 the Fiber-to-the-Home Council awarded him the Council’s “Star Award.”  He has also been recognized as a Mountain States “Rising Star,” and is the co-inventor of the patent pending “Open Access Data Transport System and Method.”  He is a frequent speaker at national conferences on municipal broadband and technology issues.

 

Mr. Shaw received his Bachelor’s Degree from Brigham Young University, and his Juris Doctorate from the University of Utah, where he was a William H. Leary Scholar.  After law school, he continued his education and received an L.L.M. (Master of Laws) Degree from the University of Strathclyde (Glasgow, Scotland) in Information Technology and Telecommunications Law.
